Beyond the Readiness Programmes established by the Green Climate Fund and the Adaptation Fund, a wide range of complementary capacity-building initiatives assist developing countries in strengthening their institutional frameworks and technical expertise to access and manage climate finance. These programmes aim to enhance readiness for climate investment, improve project preparation capacities, and foster knowledge exchange among stakeholders. A selection of such initiatives is briefly presented below.

For a more comprehensive overview, the NDC Partnership (NDCP) recently launched the Project Preparation Support Database—a searchable tool that compiles global project preparation facilities, incubators, and accelerators supporting the design and development of climate-aligned projects and businesses. This resource provides a practical entry point for entities seeking additional information or exploring further programmes and initiatives that facilitate access to climate finance.

Overview
The IKI Small Grants Programme, funded by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), provides financial and capacity-building support for climate and biodiversity projects in developing countries. It aims to empower local and national actors to implement innovative solutions that strengthen environmental resilience and contribute to global climate goals.

Who Can Apply
The programme targets small and medium-sized NGOs, civil society organisations (CSOs), and community-based organisations in ODA-eligible countries. Grassroots and indigenous groups are also eligible. While National Designated Authorities (NDAs) do not have a formal role, coordination with national governments is encouraged to ensure alignment with national priorities.

Support and Capacity Building
In addition to funding, the programme offers training and technical assistance in:

  • Project management and implementation
  • Financial management and reporting
  • Monitoring, evaluation, and learning
  • Peer-to-peer learning and coaching

Funding Available

  • EUR 60,000 – 200,000 per project for individual organisations

How to Apply
The IKI Small Grants programme issues annual calls for proposals, announced on the IKI Small Grants website.
Applicants first submit a concept note, and shortlisted applicants are invited to develop a full proposal.

Overview
The UNDP Climate Promise supports developing countries in enhancing their Nationally Determined Contributions (NDCs) and advancing national climate strategies. The initiative focuses on governance, inclusion, and finance mobilisation, helping governments translate climate commitments into actionable plans aligned with the Paris Agreement.

Who Can Apply
The Climate Promise operates through UNDP country offices, which work directly with national governments to identify priorities and define the type of support required. There is no open call for proposals; engagement is strategic and negotiated based on country needs.

Support and Assistance
UNDP provides technical support and advisory services tailored to each country’s context. Assistance may include:

  • Institutional diagnostics and capacity assessments;
  • Development of NDC enhancement and implementation strategies;
  • Climate finance mapping and mobilisation plans;
  • Integration of gender equality and social inclusion into NDC processes;
  • Stakeholder engagement and participatory governance.

Funding and Delivery
Support is provided in-kind through UNDP’s network of country offices and technical experts. Financial allocations vary depending on country needs and partnership arrangements, often in collaboration with bilateral and multilateral partners.

How to Apply
Countries may request engagement directly through their respective UNDP country office or regional bureau. Support is defined jointly with government counterparts to ensure alignment with national climate priorities.

The Climate Technology Centre and Network (CTCN), hosted by UNEP and the UN Industrial Development Organization (UNIDO), provides technical assistance, capacity-building, and knowledge-sharing services to help developing countries accelerate the development and transfer of climate technologies. It supports governments in identifying, adapting, and scaling up innovative solutions for mitigation and adaptation.

Who Can Apply
Requests for support must be submitted by a country’s officially appointed National Designated Entity (NDE). Other stakeholders—such as civil society organisations (CSOs), research institutions, or private sector actors—may collaborate on requests, provided they are endorsed by the NDE.

Support and Assistance
The CTCN offers technical assistance rather than direct funding, delivered through a global network of experts and partner organisations. Support includes:

  • Technical assessments and feasibility studies;
  • Policy and regulatory advice;
  • Capacity-building and technology training;
  • Facilitation of technology partnerships and pilot projects;
  • Access to online knowledge platforms and tools.

Funding and Delivery
The CTCN provides in-kind technical support and expertise rather than financial grants. Assistance is implemented through its extensive network of technology institutions, development partners, and multilateral organisations.

Overview
The Global Environment Facility (GEF) Small Grants Programme (SGP), implemented by the United Nations Development Programme (UNDP), provides financial and technical support to community-based and civil society organisations in developing countries. Who Can Apply
The SGP primarily targets non-governmental organisations (NGOs), community-based organisations (CBOs), indigenous peoples’ organisations, and other local groups working on issues related to biodiversity, climate change mitigation and adaptation, land degradation, sustainable forest management, and chemical management. Projects must align with national environmental priorities and GEF focal areas.

Support and Assistance
The SGP provides a combination of grant funding, technical assistance, and knowledge-sharing opportunities. Support typically includes:

  • Small-scale project grants for community-driven environmental initiatives;
  • Capacity-building for local organisations in project design, management, and reporting;
  • Networking and partnership opportunities to scale up successful practices;
  • Knowledge exchange through learning events and regional workshops.

Funding and Delivery

  • Grants usually range between USD 25,000 and USD 50,000 per project; in exceptional cases, up to USD 150,000 may be provided for strategic initiatives.
  • The programme is implemented through national SGP teams and country steering committees that oversee grant selection and provide ongoing guidance.
